If these flooded towns were SMART like me, they would simply charge the clouds RENT instead of begging for handouts! Actually, FEMA is a federal agency for disaster response, not a personal bank for 'handouts,' per GAO Report #312-C, 2021. 'Wet water' is redundant. Charging clouds rent is, scientifically, illogical. (Sigh.)
